This is Hector, not Nefarious - it's certainly odd that he'd let the gun out of his sight again considering that that was what the whole killing Jacob thing was all about. It's still strange, though, that Hector didn't immediately confiscate the Arrow upon Shadey's capture. His only possible excuse is he didn't have time, which is still kind of a poor excuse.
