I mean we sort of have it with mad tinkerer and the tanukis but not so straightfoward

Same! Not just that, but keeping tons of extra copies of re-obtainable ones (through shops, postgame battle areas, etc), trading in loads of extras from previous gens, etc.

Also I realise that as I haven't actually played Pokémon Black/White yet, I probably won't get a lot of these card ideas. I'm terrible at picking themes.

In that case, allow me to explain my first set of cards. (Warning, spoilers)

The first gym you come to has 3 gym leaders, one fire, one water, one grass. They are complete jackasses and you have to fight the one that's strong against your starter. They all use elemental monkies too. I figured I'd use the same rock paper scissors format the 17 mana destroy colour entity spells use.
