Could just be +2 static attack for Legend Hawk per Light monster and +3 per ship for Dash.

For Dash, it seems off that he'd get stronger for controlling multiple ships (moreso that they're not his ships), and would also take him off the equal attack and life mark.
And for both, I don't really see how this is any better than, say, a plain +5 attack. At least that way they benefit in nonthemed decks, and also benefit when you don't have as much field control (+per monster means if you're in a bad position already you don't benefit).
But it'd be easy enough to code, yeah. And simple to understand... well, unless there's every a card released that can cosntantly multiply their attack, in which case you'll need to learn CMC Feng Shui to know how to benefit from the abilities. Not that speculating for future cards is a valid argument (unless you know what's in the next expansion (there's no constant attack multipliers in the next expansion)).

I kind of meant in realation to the orgional. Like if you had three light monsters out on your draw phase, Legend Hawk's stats would be set to 70/86.

So, what, next turn you have two light monsters out, and it loses stats?
Given that it we wouldn't want it to be a hidden ability, would we track it with counters each turn? Then we'd have to write out how the ability works rather than writing it as simply as you'd put it, due to interactions with other cards (like Gem Necklace, though that'd result in stat decreases, but eh you never know).
Also, Miasma Factory.
