That wouldn't really work. For instance, a person could continually switch colors to get 30ish characters per cycle. If you prevent the board's tags themselves from being used as characters, there's still html tags themselves. On top of that, quotes can be used to add characters galore.
As for the money received being based off of rating stars, I can see so many griefing issues with that its not funny. Were you around when this board was first started and people could rate individual posts to lower a person's ranking? Not fun.

Oh, and there’s 1726 characters in this post, not counting spaces.
