dizzy locks because loading a bear into a bazooka takes some time
you can still use the monster in the meantime though *ignores how mods currently work*

You could do it with a counter system if you wanted Bear Bazooka to be usable every other turn but not dizzy lock the monster. Though loading should come before firing, and take just as much time as firing does.
