If you read what he actually says, it's almost certain that he just means "we're all calling them Derpy and Doctor Whooves, so that we all know who we're talking about". He uses the word "official", but not really in the sort of context/meaning that says "those are their official names".
Besides, there's still no canon personality or backstory or anything to them.
