[change, csc] Snow Ribbon should just have Focus rather than ribbon+undizzy abilities

Abilities that prevent things from being dizzied should now all work properly. I'll note that under the new rules, Focus no longer prevents something from using an activated ability that requires dizzying, and using such abilities should still dizzy the entity.
