3½ points to xX Crow Xx for confirming the fix, and ½ point to Milo for correcting xX Crow Xx's fix.
I think Snow Ribbon was done weirdly due to not wanting it to prevent activated abilities (which Focus did in OGC). As NGC doesn't have Focus prevent activated abilities, I think Snow Ribbon could stand to just confer straight Focus (or at the very least, lose the undizzying ability in favour of Vigilance).
I'll throw this back into the main beta forum so that change doesn't get forgotten.
