Relevant for Temporary Agency silliness, too (well not really = 5100% chance of Fleeting is pretty much the same as 255% chance of Fleeting) Icon_razz

Also I'm presuming (as I can't check atm) that it's actually worded as "X = counter" rather than "X = to counter"?
