If every cool new character was made into a voucher, we'd be swamped with them, and this guy probably only appears in these two pages (Edit²:without a name mention name clearly mentioned, oops).

I'm holding out for the next webcomic expansion, myself. Though there's a few others to come first (Masterwork Tools Forged Hammer Storyline Expansion I'm guessing a Webcomic Expansion could come next but there's no word on that yet).

Unfortunately it does take quite a long time to produce sets (although a webcomic expansion should be much faster, as cardart is a huge bottleneck), so don't be holding your breath for the next few years...

EDIT: I was meant to open saying that AFH vouchers are much more likely to be of characters with more 'screentime', like Union, GOLEM-01, Froster (who was almost a voucher iirc), and so on.
