Each move has a certain % chance it will hit, but the game tells you the percents. Accuracy can be lowered by stuff like sand attack and double team, but other than that if your using a move that has 100% accuracy (like Thunderbolt for example) it should hit all the time.

I understand that part, but in-game moves either "miss" or pokemon "dodge" them, which I always assumed was related to some equation using stats. I take it it's just flavour.

I think it depends on the move. I guess some miss and others are dodged. Or maybe it has to do with evasion rates. I've no clue. All I know is that speed and evasion have nothing to do with one another.

I think he's talking about when pokemon A uses blizzard and instead of saying it missed it'll say pokemon B evaded the attack or somesuch
I've always thought that was related to speed but I've no idea tbh

This may not make sense/be factually correct.

Hydro pump has an accuracy of 80. This means that, in normal circumstances, it will hit 80% of the time. The speed stat has nothing to do with it. That said, there are two stats that exist in-game that affect accuracy. They are accuracy and evasion. Pokemon do not have accuracy or evasion stats in-game. Instead, moves or held items can raise them by stages. Like how swords dance raises attack two stages, claw sharpen (a new move in gen 5) raises attack one stage and accuracy one stage. Double team raises evasion. Sweet scent lowers evasion and sand attack lowers accuracy (like growl lowering attack and leer lowering defense.)

Like the other stage raising moves, it creates a modifier for that stat. (Eg, normally your stat at +0/-0 is equal to 2/2 * that stat. +1 stage makes it 3/2, 4/2, 5/2, etc. -1 stage makes it 2/3, 2/4, 2/5 etc). Unlike the other stats, evasion has a base or 3/3. +1 evasion means 3/4 multiplier, so any move that had a 100% chance to hit now has a 75% chance to hit. Having +1 accuracy gives 4/3 accuracy, so any move that had a 75% chance to hit now has 100% odds of hitting (since 70% is pretty much the lowest accuracy any player will accept from a move, raising accuracy more than 1 stage is kinda pointless, a major reason accuracy boosting moves aren't favored over moves like swords dance that can be used repeatedly to positive effect). Held items like wide lens and bright powder also affect accuracy, but not by stages. Wide lens provides a 10% boost to accuracy while bright powder gives a 10% boost to evasion. Some abilities, such as sand veil, also boost evasion.

So, in short, you don't need to have hacked or read a guide to know that Starmie's hydro pump will hit 80% of the time. You do need to have read a guide to know that when holding a wide lens it hits 88% of the time.

As for "the attack missed" vs. "pokemon A evaded the attack," that has nothing to do with the accuracy or evasion stats. Instead, it's a move-by-move thing. Some moves like leech seed are "evaded" while moves like stone edge "miss." That's how I've always understood it.

Evidently you do need to have hacked or read a guide to know that, seeing as people here thought that Speed actually factored into determining accuracy.
